I recently cast on for the cardi-shrug by Shiri Mor in the Winter 2007 Knit.1 issue. This will be a quick project. I'm using a 10 stitches/4" gauge with this Plymouth Alpaca boucle yarn. I've always wanted to knit with boucle -- it has this nice textured softness.
Personally, I've never been fond of the short shrugs that end below the armpit or just under the bustline. They look odd to me -- as if someone ran out of yarn while knitting a garment, or worse, washed a sweater and shrank it too much. However, I do like the longer shrugs that end in the vicinity of the waistline. This is even longer --it falls to the hips, sort of like a carapace.
